Cambodia gaming tax revenue falls 25.8%

Cambodia collected just US$28 million in taxes from casinos and commercial gambling during the first half of 2026, down 25.8% year on year, according to figures released on August 20, 2026 by the Ministry of Economy and Finance (MEF). The decline points to a sharp contraction in gaming-related tax receipts between January and June, even as selected operators, particularly NagaWorld, continued to post growth in key operating segments.

The largest individual contributor was NagaWorld, the Phnom Penh integrated resort operated by NagaCorp Ltd., which also made additional payments following an audit covering 2024. NagaCorp is chaired by Philip Lee Wai Tuck, while Chen Yiy Fon serves as Chief Executive Officer. The company’s board confirms both executives in those roles, with Lee also chairing its AML Oversight Committee. 

In the first quarter of 2026, NagaCorp reported US$174.7 million in GGR, up 2.1%, while net gaming revenue reached US$160 million, rising 7.9%. Mass-market tables generated US$91.3 million, up 23.9%, and electronic gaming machines produced US$38.3 million, up 8.4%. By contrast, premium VIP GGR fell 16.2% to US$35.9 million, while referral VIP dropped 52.4% to US$9.17 million.

Kong Vibol

Cambodia applies roughly 7% on mass-market GGR and 4% on VIP GGR. Tax collection is administered by the General Department of Taxation (GDT), currently headed by Kong Vibol, Minister Attached to the Prime Minister and Royal Government Delegate in charge as Director General

Licensing, sector supervision and enforcement fall under the Commercial Gambling Management Commission of Cambodia (CGMC), institutionally chaired by the Minister of Economy and Finance. That role is held in August 2026 by Dr. Aun Pornmoniroth, who also serves as Deputy Prime Minister and Minister of Economy and Finance. Despite the first-half decline, the Government projects that annual commercial gaming tax revenue could reach around 117.7% of its 2026 fiscal target, supported by tighter enforcement and additional collections arising from prior audits.
