Cambodia, October 6, 2026; 24 casinos out of the online gambling business after the official September 30 deadline expired, as part of a nationwide crackdown combining the shutdown of digital operations, licence revocations, asset freezes and enforcement against compounds linked to technology-enabled scams. The venues removed equipment used for live-streamed gambling, online football betting, online lotteries and online betting on bird fights.

The Ad Hoc Commission for Combating Online Scams (CCOS) confirmed that the 24 casinos are spread across Preah Sihanouk, with 12; Banteay Meanchey, with seven; and Svay Rieng, with five. Inspections were conducted together with the Commercial Gambling Management Commission of Cambodia (CGMC), Provincial Unified Command Committees, local authorities, Judicial Police, prosecutors and provincial courts.

The CCOS is headed by Chhay Sinarith, Senior Minister, Permanent Vice-Chairman and head of its Secretariat. The CGMC is chaired by Deputy Prime Minister and Minister of Economy and Finance Aun Pornmoniroth; its Secretary-General is Dr. Yeth Vinel, with Brigadier General Sen Sopheap serving as Deputy Secretary-General.
The crackdown goes beyond the 24 digital shutdowns. In September, Cambodia confirmed 18 casino licences revoked and another nine suspended over investigations linked to online scams. Authorities may freeze, seize and confiscate assets in coordination with the Cambodia Financial Intelligence Unit.

The campaign has already targeted more than 600 locations. Between July 2025 and August 2026, authorities inspected 793 sites, took action at 624, dismantled 86 scam centres and arrested nearly 30,000 suspects from 39 nationalities. Another 408 cases, involving 3,477 defendants, reached the courts, while more than 22,000 foreigners from 38 countries were rescued and repatriated.

Hun Manet
Prime Minister Hun Manet ordered online gambling streamed from casinos to stop from October, while Interior Minister and Deputy Prime Minister Sar Sokha linked the measure to tracing suspicious financial flows. The framework was strengthened by the Law on Combating Technology-enabled Scams, enacted in April 2026, and Royal Government Order No. 01 BB, dated July 14, 2025.

Cambodia ended 2025 with 195 licensed casinos, around 160 of them in Preah Sihanouk. Recent identified cases include Casino YING HUANG, licence No. 248 CGMC held by SALIENT VENTURES CO., LTD., revoked on May 28, 2026, and KMH Paradise Tower Casino and Hotel in Poipet. The official list of the 24 affected casinos, their owners, investments and licence numbers has not been published.
