Hanoi consortium unveils $3.5 billion twin towers casino project

A Vietnamese consortium has unveiled plans for a $3 billion to $3.5 billion mixed-use development in Hanoi featuring two 568-metre towers, a casino, a six-star hotel and an international convention centre. Details of the Hanoi Twin Towers 99 proposal became publicly known on August 4, 2026, after the project had been submitted to the Hanoi People’s Committee in early July 2026.

The investor group comprises Kim Lien Tourism Joint Stock Company, Thaiholdings Joint Stock Company and Thai Son Construction Investment Joint Stock Company. The development is proposed for a 34,936-square-metre site at 5-7 Dao Duy Anh Street, in the Kim Lien area of Hanoi, where the existing Kim Lien Hotel complex is located.

The consortium aims to break ground on the project on September 2, 2026, to coincide with Vietnam's National Independence Day, though analysts consider this timeline highly aggressive due to required express permits. Developers are seeking to establish several world records for the structure, including the highest elevated tropical garden, digital art museum, and helipads.

The design calls for two towers with 99 above-ground floors and six basement levels. If completed at the proposed height, the buildings would surpass Malaysia’s Petronas Towers and could become the tallest twin towers in the world. The complex would include an international convention centre, performing arts venue, shopping mall, offices, luxury residences, a casino, a digital art museum, elevated tropical gardens, a sky ballroom and helicopter landing pads. The consortium expects construction to be completed between the third and fourth quarters of 2030.

Vu Dai Thang

The investors say the project would be financed through their own capital and funding secured from international financial institutions. However, no banks, investment funds, hotel operator, construction contractor or casino operator have been identified.

The proposal must be assessed by the Hanoi People’s Committee, chaired by Vu Dai Thang, alongside relevant national authorities. As of August 5, 2026, no planning approval, investment authorisation or casino licence had been publicly confirmed.

The gaming component would require separate approval under Decree No. 03/2017/ND-CP, which governs casino operations in Vietnam. The framework requires large casino projects to form part of an integrated tourism and entertainment complex and to meet a minimum investment threshold of $2 billion. The proposal does not yet disclose the casino’s floor area, number of gaming tables or machines, operating company, access rules for Vietnamese citizens, job creation estimates or construction start date.
