Kyrgyzstan collected KGS443 million, around US$5.07 million, in gambling-specific taxes between January and August 2026, with land-based casinos accounting for nearly all fiscal revenue generated by the sector, according to figures from the Ministry of Finance of the Kyrgyz Republic.
Land-based casinos generated KGS422.7 million, representing roughly 95.4% of total gambling tax revenue. Slot machines and simulators contributed KGS13.9 million; bookmakers and sports betting generated KGS4 million; while online and virtual casinos contributed just KGS2.8 million, showing that the market’s tax base remains overwhelmingly dependent on physical operations.

Gambling supervision falls under the Financial Market Regulation and Supervision Service, which operates under the Ministry of Economy and Commerce. The regulator is chaired by Kairat Adamkalievich Mamatov, in office since March 16, 2026, alongside Baiysh Turkmenovich Dushebaev, Deputy Chairman since April 1. The Ministry of Economy and Commerce is headed by Bakyt Tolomushevich Sydykov.

The licensing framework remains based on Government Resolution No. 459 of August 12, 2022. Casinos pay differentiated licensing fees depending on location: 840,000 calculation units in cities of republican significance, 420,000 in Osh, Chuy and Jalal-Abad, and 252,000 in Batken, Naryn, Issyk-Kul and Talas. Bookmakers and totalisators pay 105,000 units, while virtual casinos face 12,600 for administration and 84,000 for operating activities.
The regulatory framework was tightened further in 2026. On August 4, the regulator published updated rules covering licensing, supervision, reporting and disclosure. Then, on September 15, the Committee on Finance, Budget, Entrepreneurship and Competition Development of the Jogorku Kenesh approved at first reading a reform package aimed at regulating online lotteries and digital draws, strengthening fraud prevention and AML/CFT controls, and expressly banning binary options, including their promotion, intermediation and the collection of money or virtual assets.
