By the end of last year, the regulating body of the Colombian gambling monopoly, Coljuegos, has made and has participated in technical tables in which different actors of the guild have also participated.
One of the proposals that was more reiterative in those discussions, is a review of the gaps between the suggested settlement of exploitation rights and the settlement declared by the operators, differences that represent extensive charges that affect the good economic development of the industry and its businessmen.
However, the causes of these differences related to the way in which the entity applied the settlement protocol.
As a result of this, Coljuegos held working groups with the local software manufacturers and exchange of cases for the analysis of the technical aspects related to the entire process of settlement, declaration and payment of exploitation rights of the localized games.
With these meetings, the entity recognized the need to modify the liquidation protocol, thus publishing a new document that seeks to modify article 3 of resolution 201612000322374 of 2016, from which it will be receiving comments until January 4, 2019.
In this resolution, Coljuegos seeks to read comments about 5 points that are exposed in the publication, the first is about the suggested settlement of Exploitation Rights by Variable Rate with daily report of counters, which will be done when:
1. Existence of counters report (Entries, Exits and Jack pot) of the last day of the previous period with significant event zero (0).
2. Existence of counters reports (Inputs, Outputs and Jack pot) of the period to be settled with significant event zero (0).
3. During the period to be settled, there are no significant events that represent a drop in the counters (Entries, Exits and Jack pot).
4. The Slot complies with the obligation to transmit the report of all the days of the month; case in which m will be equal to 30 and there will be no place to calculate a revenue projection.
In this case, the calculation of the settlement base of the exploitation rights for the period will be the result of subtracting variations in the exit counters and Jackpot from the variation during the period of the income counter. Where, the increment of the counter is the difference of the data of the counter with respect to the previous day, and multiply this base rate variable rate by 12%
The second case is the special calculations, such as, Delays in the counter (It is called backward in the counter when the counter of a day t is less than the previous counter known t-1.), And split periods (when the operation of the element does not start on day one of the period or does not end on the last day of the period or for the first or last payment of the contract).
Finally, Coljuegos, exposes 3 last cases which are:
1. Exploitation rights to be paid: it will be the highest value between the settlement of exploitation rights by variable rate and the settlement of exploitation rights for fixed rate
2. Administration expenses: 1% of the exploitation rights of the period.
3. Value to be paid in the period for operating rights and administrative expenses: it is the sum of the value to be paid for exploitation rights plus administration expenses.
