On the first day of the technical table with the operators unanimously close to 120 between operators and trade union representatives who attended, they did not allow the full discussion of the document that contained the technical and reliability requirements of the slot machines for compliance with the law of the Plan National Development
Moments before the Coljuegos officials began the meeting, it was heard how the attendees murmured that they were not going to give up an inch to defend their position on the approval, the discomfort of all those present was quite remarkable, the first participation was Leon Darío from Cornazar, who assured that:
"The application of these requirements takes 100% of the machines from the market and 88% of the operators"
Argument that was accompanied by Elizabeth Maya, president of Cornazar saying that, "Reliability cannot be associated with a homologation process, we are already reliable and have long-term connectivity management." With this, it gave rise to a union that was completed by Fecoljuegos and its president, seeking to express to Coljuegos how worrying the situation was, “If there are 2 there are no 3 points that benefit the industry, on the contrary, they put in a lot risk to industry and operators, it is a document without background, without previous studies or visible arguments ” Complemented Evert Montero, president of Fecoljuegos.
At this time, Coljuegos asked the public to allow them to show the document of the requirements that had already been put in the hands of the public days ago with a publication.
However, operators also began to express their nonconformity, including:
“Define exactly what trust is for you, because not necessarily if there is approval there is trust, and you cannot keep changing the rules of the game without foundation. We are already reliable, and we are so reliable that you agreed to sign a contract with us. The norm is not changing any of the conditions that already existed, the norm is not saying that we are not reliable, it is you who are saying that we are not after more than 3 years of work. It cannot be that today you say that you understand that reliability is something else, in what documents of the entity or technician it is defined as trustworthiness, where do you get that it is the same as homologation?”
“If I am connected in an online system that has to be certified internationally and the entity endorsed which companies could give the certificate, so that they make me get into an investment of more than 100 million Colombian pesos, and then they tell me that I am not reliable in transmitting my data. Apart from that, every 7 months or a year you go and make visits to the casinos to confirm that the data if they are being transmitted, this is signed by your officials in a document, and if they are not the same, a Judicial process. And if that is not reliability then what is it?”
To these allegations, Coljuegos simply continued to ask the public for calm and to be allowed to continue with their presentation and then give the floor to the participants and that they could express all their doubts and concerns, however, the public remained annoyed because Coljuegos remained unanswered to the questions about the reliability that was asked repeatedly, and conversely collops, he asked the public to define it.
In this way, statements began to be heard repeatedly by the public that expressed that it was a document made “on the run, that they did badly because of the National Development Plan”, with these accusations the question arose on which study was based or I make Coljuegos to analyze and see the fiscal impact for the operators, to which the entity responded “we are doing it”, answered Rosa María, official of Coljuegos.
Even the operators told the officials of the entity present: “Tell us once, and straight on if you want to end the sector or if the state wants to exploit it and we solve. We do not ask for more than Fair.”
Finally, after more than two hours of discussion in which Coljuegos only received criticism, it was possible to discuss a few minutes the document that it was desired to socialize, to which the operators and associations countered what the entity presented with several arguments against, why Coljuegos had to cut the meeting concluding that it was best for everyone to send their entries to contactenos@coljuegos.gov.co, and that they would write down all these expressed disagreements, in the same way they placed special emphasis on the fact that this was a document draft and wanted to find what points failed.
It is expected that on the second day, both parties continue these discussions, with greater arguments from Coljuegos.
