The Governor of Rio Grande do Norte, Fátima Bezerra, has signed into law the creation of the State Lottery of Rio Grande do Norte (RN), officially establishing the Public Lottery Service and the State Lottery Fund.
The announcement took place in Natal during a ceremony attended by key government figures, including the state Secretary of Finance, Carlos Eduardo Xavier. The initiative follows national legal precedent allowing Brazilian states to operate and regulate their own lottery systems.

The RN State Lottery will be managed by the State Finance Department (Sefaz RN). The expected initial investment is BRL 3 million, with annual revenues projected at BRL 25 million. These funds will support public programs in areas such as safety, health, housing, science, and technology.

Jane Carmen Araújo, Executive Secretary of Revenue, emphasized that the law includes a strong commitment to responsible gambling. The new lottery will fund education and prevention campaigns focused on gambling addiction, while also ensuring transparency and fairness in operations.

Rio Grande do Norte joins a growing list of Brazilian states that are establishing lotteries to drive regional development and fiscal sustainability. This move reflects a broader shift toward state-level autonomy in gaming regulation, and signals the use of public lotteries as strategic policy tools—balancing revenue generation with social responsibility.
