Brazil repares to unlock a Billion-Dollar betting market with unified national system

Brazil’s Ministry of Finance is betting on a major shift in the gambling landscape with the development of SINAPO—the National Betting System, aimed at unifying compliance, promoting responsible gambling, and boosting transparency across all states.

In June, Lottopar (Paraná State Lottery) joined 11 other state regulators in a technical working group to define key standards for the national rollout. According to officials, the Ministry expects a significant increase in licensed operator sales, driven by a more secure, integrated environment. While precise revenue forecasts remain confidential, early projections suggest a multi-billion BRL expansion in the next five years.

SINAPO will include:

  • A national registry of authorized operators.
  • A real-time self-exclusion system across all states.
  • Unified AML/CFT standards and player filters for politically exposed persons (PEPs).
  • Verification seals on licensed websites to ensure player confidence.

Lottopar was spotlighted as a regulatory leader, having already implemented several core SINAPO requirements. These include an online self-exclusion portal activated in under 24 hours, AML rules formalized via Portaria 028/2025, and operational alignment with COAF for suspicious activity reporting.

This is not just a compliance effort—it’s about creating a gambling environment that is ethical, safe, and scalable,” said Daniel Romanowski, president of Lottopar.

The national working group has 60 days to submit a technical framework for voluntary adoption by states. Analysts suggest that successful adoption of SINAPO could position Brazil as a model for Latin America in terms of regulatory modernization and digital governance.

As Brazil’s regulated gambling market evolves, all eyes are on whether SINAPO can truly deliver both trust and revenue—two outcomes long sought, but rarely achieved, in tandem.
