Lima will bring together international regulators, operators and industry experts from October 19 to 22, 2026 for the annual conference of the International Association of Gaming Regulators (IAGR), with responsible gaming, self-exclusion, artificial intelligence, AML, enforcement and cross-border cooperation among the event’s main themes.
The conference will take place at the JW Marriott Lima in Miraflores under the theme “Steady Hands, Shifting Ground; Advancing regulation in a connected world,” with Peru’s Ministry of Foreign Trade and Tourism (MINCETUR) serving as institutional host. IAGR will return to Lima 11 years after its 2015 conference in the Peruvian capital.

The agenda is directly linked to Responsible Gaming Education Month, observed from September 1 to 30, an initiative created in 1998 by the American Gaming Association and expanded to a full month in 2022. One of the main panels will be Self-exclusion Beyond Borders, featuring Pedro Romero, CEO of BetBlocker; Jennifer Shatley, Executive Director of the Responsible Online Gaming Association; and Margaret Carran, Associate Professor in Law at City, University of London.

Another session, focused on which responsible gaming measures actually work and can be scaled, will feature Megan O. Basson, Executive Director of UNLV’s International Center for Gaming Regulation; Tracy Parker, Senior Vice President at the Responsible Gaming Council; Tracy Schrans, CEO of Focal Research Consultants; and Mark Vander Linden, Director of Research & Responsible Gaming at the Massachusetts Gaming Commission.

A panel on protection measures that can travel across jurisdictions will include Kevin Winters, CEO of Almond Digital Health; Fiona Palmer, CEO of GamStop; and David Urreta, President of Lotería de Córdoba.
Other confirmed participants include Mike Dreitzer, Chairman of the Nevada Gaming Control Board; Sarah Gardner, Acting CEO of the UK Gambling Commission; Anders Dorph, Director of the Danish Gambling Authority; Jason Lane, Chief Executive of the Jersey Gambling Commission; Paul Brodeur, Commissioner at the Massachusetts Gaming Commission; and Javier Milián, President of El Salvador’s Lotería Nacional de Beneficencia.

IAGR is chaired by Ben Haden and led operationally by Kevin Mullally, appointed on February 17, 2026 as the organisation’s first Chief Executive Officer. On the Peruvian side, the host structure is headed by Minister Rogers Valencia, Vice Minister of Tourism Liz Chirinos Cuadros, and Yuri Guerra Padilla, Director General of Casino Gaming and Slot Machines at MINCETUR.
On October 19, from 9:00 a.m. to 12:00 p.m., Gaming Laboratories International will hold a seminar focused on AI, cybersecurity and digital regulation. Lima will also debut the IAGR Emerging Technology Showcase, covering illegal gambling, financial crime, data protection, integrity, compliance and responsible gaming. Registration costs US$1,175 for IAGR members and US$1,575 for non-members, including conference sessions, lunches, the Opening Reception and Gala Dinner.
