Chile blocks 174 betting sites, opens two casino tenders

Published date: 2026-10-22

Santiago, Chile, October 21, 2026. The Undersecretariat of Telecommunications (SUBTEL) faces ten judicial and administrative challenges following the blocking of 174 online betting sites since August 19, while the Superintendence of Gaming Casinos (SCJ) has launched two new tenders for land-based casino operators amid regulatory disputes and unsuccessful licensing procedures.

Undersecretary of Telecommunications Romina Garrido told the Chamber of Deputies' Economic Affairs Committee that authorities had received three constitutional protection appeals, six administrative complaints, and one declaratory lawsuit related to the enforcement of a Supreme Court ruling.

CoolBet filed an appeal that was rejected, with a motion for reconsideration pending; EpicBet appealed an inadmissibility ruling, while Latamwin has an unresolved protection appeal. Latamwin also challenged the legal authority of SUBTEL and the SCJ. Administratively, EstelarBet filed two complaints, Betano two, Betsala one, and Jugabet another.

Blocking orders were communicated to WOM, Entel, Claro, Movistar, VTR, and GTD. Garrido warned that platforms continuously change their domains to circumvent restrictions. Acting Superintendent Eduardo Cáceres acknowledged that the SCJ lacks ordinary regulatory powers to oversee unregulated online gambling platforms.

The Executive Branch has until October 26 to submit amendments to the online gambling regulation bill, while Senate President Paulina Núñez is promoting a proposal to prohibit online betting.

Meanwhile, the SCJ announced two licensing tenders on October 20, under Exempt Resolutions 992 and 993, dated October 14, with bidding conditions approved through Resolutions 989 and 990.

The permits cover Aysén and one nationwide license, following the expiration of existing authorizations held by Dreams in April 2027 and Enjoy in May 2027. Bids must be submitted on April 12, 2027, at 10:00 a.m., at Morandé 360, Santiago, under Law No. 19,995.

The announcement follows unsuccessful licensing processes in Coyhaique and Ancud in January 2026. Dreams challenged its exclusion; Puerto Varas subsequently failed to secure an award, while Iquique and Viña del Mar received no bids, and Coquimbo and Pucón attracted only one applicant each.
