Peru launches AIGER and IPJR to bring responsible gaming into the heart of iGaming

Peru added two new private structures on August 27, 2026 aimed at strengthening prevention and education within the regulated gaming market; the Association for Regulated iGaming and Responsible Entertainment (AIGER) and the Peruvian Institute for Conscious and Responsible Gaming (IPJR), both promoted by Sergio Poves.

AIGER was created as an industry association focused on lotteries, online gaming and sports betting, while IPJR will operate as its technical and social arm, developing training, awareness and prevention programs around problematic gambling behavior. Neither entity is a state body or regulator; both are private initiatives designed to complement the existing public framework.

Their first action was an online workshop for employees of the Huancayo Charitable Society, in Junín, with participation from the Directorate of Charitable Societies of the Ministry of Women and Vulnerable Populations (MIMP). That directorate is currently headed on a temporary basis by Carmen del Pilar Alayo Bereche, appointed on August 9, 2026 through Directoral Resolution No. 376-2026-MIMP/OGRH.

MIMP is headed by Minister María Magdalena Seminario Marón, while Juan Carlos Pasco Herrera serves as Vice Minister for Vulnerable Populations. The workshop also included Thiago Lusim, from Betshield Responsible Gaming, and Rodrigo Gajardo Muñoz and Carlos Arriagada, from Pausa Responsable.

The regulatory backdrop is defined by Law No. 31557, published on August 13, 2022, and its implementing regulation, Supreme Decree No. 005-2023-MINCETUR, governing remote gaming and sports betting. The technical authority is the General Directorate of Casino Games and Slot Machines (DGJCMT) under MINCETUR, led by Yuri Guerra Padilla. The ministry is headed by Rogers Martín Valencia Espinoza, with Liz Chirinos Cuadros serving as Vice Minister of Tourism since August 9, 2026.

The new private ecosystem is emerging while the government intensifies enforcement. On July 21, MINCETUR blocked 36 illegal platforms with support from the Ministry of Transport and Communications (MTC) and seized 39 illegal slot machines in Lima, Lambayeque and Piura. In addition, Indecopi continues investigating betting advertising and requires gambling-addiction warnings, while SUNAT has administered a 1% Selective Consumption Tax (ISC) on remote gaming and betting since July 1, 2025.
