Paraguay recorded the highest monthly revenue ever collected by the National Gambling Commission (Conajzar) in July 2026, a milestone that coincides with the implementation of the country's gambling reform and the return of Carlos Liseras as president of the regulator. Official figures released by the National Directorate of Tax Revenue (DNIT) show that the regulated gaming industry continues to expand following the end of Paraguay's long-standing monopoly model.
According to the DNIT report, Conajzar collected PYG20,837,751,427 (US$3.45 million) in July, representing a 12.3% year-on-year increase compared with PYG18,550,900,850 recorded in July 2025. The new record also pushed total collections for the January-July period to PYG134,632,391,585 (US$22.2 million), up 5.3% from the PYG127,858,796,959 collected during the same period last year.

The monthly breakdown highlights steady growth throughout 2026. Conajzar collected PYG18.715 billion in January, PYG18.022 billion in February, PYG18.316 billion in March, PYG19.301 billion in April, PYG19.632 billion in May, PYG19.549 billion in June and a record PYG20.837 billion in July. These figures represent licensing fees and regulatory levies paid by authorized operators of casinos, lottery products, sports betting, quiniela, slot machines and other regulated gambling activities, rather than the total amount wagered by players.
The record comes amid a profound transformation of Paraguay's gaming industry. President Santiago Peña signed Decree No. 5971 on May 4, 2026, authorizing new quiniela concessions to Consorcio Daruma Sam S.A., Caproni S.A., Dataforge S.A. and Technologies Development of Paraguay S.A. (TDP S.A.) under the new Gambling Reform Law. The legislation abolished the historical monopoly system, allowing up to three operators per gaming vertical, while also integrating Conajzar into the DNIT, headed by Óscar Orué, to strengthen regulatory oversight, tax collection and the fight against illegal gambling.

Within this new institutional framework, Carlos Liseras officially returned as President of Conajzar on August 4, 2026, assuming responsibility for completing the implementation of the reform, overseeing the newly awarded concessions and maintaining the growth trajectory that has driven Paraguay's regulated gaming industry to its highest revenue level on record.
