Paraguay collects $32.3 million in gambling revenue in 2026

Published date: 2026-11-05

Asunción, Paraguay, November 4, 2026. Paraguay’s gambling tax revenue reached PYG 197,121,115,839 (US$32.3 million) between January and October 2026, according to the National Directorate of Tax Revenue (DNIT), headed by Óscar Orué. The revenue comes from fees collected for licensed gambling operations, rather than the total amount wagered.

In October, the National Gambling Commission (CONAJZAR) recorded PYG 20,213,833,277 (US$3.3 million), a 5.52% year-over-year increase compared with PYG 19,157,370,645 in October 2025. However, revenue declined 1.11% from September, when collections reached PYG 20,440,544,109.

The monthly breakdown for 2026 showed PYG 18.703 billion in January, PYG 18.022 billion in February, PYG 18.583 billion in March, PYG 19.301 billion in April, PYG 19.632 billion in May, PYG 19.549 billion in June, and PYG 20.837 billion in July. August recorded the annual peak at PYG 21.834 billion, before declining in September and October.

A comparison with official monthly records from January through October 2025, totaling PYG 177.879 billion, indicates 10.82% growth. This differs from the 6.28% calculated using another cumulative comparison base of PYG 185.476 billion, which remains subject to reconciliation.

The increase in revenue comes as President Santiago Peña’s government advances the creation of the National Directorate of Gambling (DINAJZAR) through a bill submitted on October 12, 2026, under Message No. 416, legislative file S-2604162, comprising 72 articles.

The new authority would replace CONAJZAR, chaired by Carlos Liseras, and would have financial autonomy and enforcement powers while maintaining institutional ties with the Ministry of Economy and Finance, headed by Óscar Lovera Chávez.

The Senate, presided over by Basilio Núñez, is examining the proposal with the participation of Derlis Maidana, Luis Pettengill, and Ignacio Iramain. The legislation provides for up to three lottery-style quiniela concessions and three sports betting concessions. Meanwhile, the DNIT reorganized its General Directorate of Gambling through Resolution 2408 of October 6 and announced on October 30 an operation targeting illegal online casino activities in Asunción, coordinated with the Public Prosecutor’s Office and the National Police.
