Peru destroys 518 illegal slot machines, tightens betting controls

Published date: 2026-11-04

Lima, Peru, November 3, 2026. Peru’s Ministry of Foreign Trade and Tourism (Mincetur) destroyed 518 illegal slot machines, including 203 intended for minors, while advancing new advertising restrictions for online betting operators and influencers. The regulatory crackdown combines seizures, venue closures, and increased accountability for licensed platforms.

The destruction, announced on November 2, was carried out by the General Directorate of Casino Gaming and Slot Machines (DGJCMT), headed by Yuri Guerra Padilla, under notarial supervision and as part of the National Tourism Order Plan.

Of the machines destroyed, 315 had been seized between 2009 and 2026 across Cusco, Pasco, Huánuco, Junín, Lima, and La Libertad. Peru’s Callao Fiscal Police and the National Superintendence of Customs and Tax Administration (SUNAT) contributed equipment through institutional transfers. During 2026, Mincetur also shut down 15 illegal gaming venues.

The enforcement actions are supported by Laws 27153, 28945, and 29149, which regulate slot machines, seizure powers, and the protection of minors. Illegal gambling operations may result in financial penalties and criminal liability.

Separately, Mincetur published Ministerial Resolution 382-2026-MINCETUR on October 21, opening a public consultation until November 5 on amendments to the regulations implementing Law 31557, approved under Supreme Decree 005-2023-MINCETUR.

The proposal would amend Article 56 to hold licensed operators accountable for advertising campaigns distributed through influencers and agencies. It would require sponsorship disclosures, operator identification, and authorization details, while prohibiting advertising targeting minors or portraying gambling as a solution to financial problems or a path to prestige or social success.

The National Institute for the Defense of Competition and Protection of Intellectual Property (Indecopi) launched 13 preliminary investigations between March and June 2026 involving digital betting advertisements. Violations may carry fines of up to 700 tax units (UIT), equivalent to PEN 3.85 million, under existing regulations. The reform also proposes adjustments to audits, guarantees, information reporting, and penalty assessment criteria. The new obligations remain subject to approval, while enforcement against illegal land-based gambling operations continues.
