Brazil collects US$1.32 billion; Acre returns lottery oversight to finance department

Brazil collected approximately BRL7.4 billion (US$1.32 billion) in taxes paid by online betting and gaming operators between January and June 2026, nearly 94% more than the BRL3.8 billion obtained during the first half of 2025, according to Federal Revenue Service records.

January contributed approximately BRL1.49 billion; February, BRL1.04 billion; March, BRL859 million; April, BRL1.2 billion; May, BRL1.3 billion; and June, around BRL1.5 billion. The first quarter generated BRL3.4 billion, representing 123.7% year-on-year growth, while full-year 2025 tax revenue reached BRL9.95 billion.

The half-year figure includes the contribution on GGR (wagers received minus prizes paid) and corporate taxes such as IRPJ, CSLL, PIS and Cofins. The specific GGR rate increased from 12% to 13% in 2026 and will rise to 14% in 2027 and 15% in 2028.

Tax administration rests with the Federal Revenue Service, headed by Robinson Barreirinhas. The Secretariat of Prizes and Betting (SPA), led by Daniele Corrêa Cardoso, authorises, supervises and sanctions operators under Laws 13,756/2018 and 14,790/2023. Both fall under the Ministry of Finance, headed by Dario Durigan.

In Acre, the Legislative Assembly voted unanimously on July 22 to return authority over lottery regulation, licensing, enforcement and sanctions to the state Finance Department. The extraordinary session was chaired by Pedro Longo, and the bill remained subject to approval by Governor Mailza Assis Cameli. The Finance Department is headed by Amarísio Freitas.

The decision reverses Law 4,818 and Decree 11,923, both dated July 10, which had transferred those powers to the Extraordinary Secretariat for Sports, headed by Artemildon Matos de Brito. Created under Law 4,771 of January 19, the lottery may offer retail and digital betting exclusively within Acre to players over 18 and must report suspicious transactions to Coaf, chaired by Ricardo Andrade Saadi.
