Italy raises gambling taxes to generate €952 million

Published date: 2026-11-03

Rome, November 2, 2026. Giorgia Meloni's government approved the 2027 draft budget on October 28, introducing higher gambling taxes, concession extensions, and new licensing requirements. Although the government initially announced a €700 million contribution from the gambling industry, technical estimates put the projected fiscal impact at €952.13 million in 2027.

The initiative, promoted by Economy and Finance Minister Giancarlo Giorgetti, forms part of a €26 billion budget package, which remains subject to parliamentary approval. From January 1, 2027, the reform would increase the Single Tax Levy (Prelievo Erariale Unico, PREU) on AWP slot machines from 24% to 25% and on Video Lottery Terminals (VLTs) from 8.6% to 9.6%.

It would also double maximum AWP stakes from €1 to €2 and maximum prizes from €100 to €200. Machines returning at least 70% of wagers as prizes could qualify for a reduced 20% tax rate. The government projects an additional €334 million in 2027 from these changes.

Land-based betting, AWP, VLT, and bingo concessions would be extended until December 31, 2029, with annual payments of €14,250 for primary betting outlets and €8,550 for secondary establishments. AWP networks would pay €150 per authorization, VLT networks €7,500, while bingo operators would face monthly concession fees ranging from €6,500 to €14,500.

The extension of the Gratta e Vinci concession would generate €188 million, while a fifth weekly Lotto and SuperEnalotto draw would contribute €30.5 million. The proposal also introduces licensing requirements for LAN gaming and esports venues, with fees of €200 per device, €1,000 per establishment, and €10,000 per online platform.

The Customs and Monopolies Agency (ADM), headed by Roberto Alesse, would oversee the regulatory changes, while Massimiliano Fedriga, President of the Conference of Regions, participates in negotiations concerning regional gambling regulation. Combined revenue projections reach €2.58663 billion between 2027 and 2029, including taxes, concession fees, and regularization measures.
