Navarre handles €308 million as gaming tax revenue falls 2.6%

Navarre closed 2025 with €308.19 million in amounts wagered, up 4.6% year-on-year, but with tax revenue from private gambling falling 2.6% to €14.21 million compared with 2024, according to the 2025 Annual Gambling Report of Navarre, prepared by the Directorate General for the Interior through its Gambling and Public Entertainment Section.

Of the total wagered, €171.22 million came from private gambling, representing 55.56%, while €136.97 million came from public and equivalent gaming, or 44.44%. Betting was the largest private vertical at €103.13 million, followed by Class B gaming machines with €53.40 million and bingo with €14.69 million. SELAE accounted for €113.48 million, while ONCE generated another €23.49 million.

Retail betting handled €72.79 million, across 6.94 million wagers, paying €59.82 million in prizes and producing €12.97 million in GGR. The online channel recorded €30.34 million, with 1.72 million wagers, €26.71 million in prizes and €3.63 million in GGR.

Gaming machines were the main growth driver, revenue rose by around 13%, from €47.27 million to €53.40 million, despite the authorized machine base falling from 1,849 to 1,759 units, down 4.87%. Of these, 1,223 were installed in hospitality venues. Navarre also ended the year with 56 gaming halls, six betting shops and three bingo halls.

Bingo handled €14.69 million, with €9.75 million paid in prizes and €4.95 million in GGR, equivalent to a 66.34% payout rate. Navarre’s Treasury collected €6.61 million from gaming machines, €3.34 million from retail betting, €3.24 million from online betting, €990,369 from bingo and €28,500 from raffles and random-prize promotions.

The market operates under Foral Law 16/2006 and Foral Decree 15/2025, in force since March 25, 2025. Supervision falls under the Directorate General for the Interior, headed by Salvador Díez Zapata, within the department led by Inmaculada Jurío Macaya. The Navarre Treasury is headed by Óscar Martínez de Bujanda Esténoz, under Economy and Finance Councillor José Luis Arasti Pérez.
