Reliability Coljuegos. From today, from this column of opinion the issue of reliability must be completely rethought, all the arguments brought by the hair that are intended to make operators fall on the burden of proving that they are "reliable" will remain behind.
According to reports of the same Coljuegos 58% of the resources of the entity that is COP186,289M (one hundred eighty-six thousand two hundred eighty-nine million pesos) are generated from the games located mostly and in a very small proportion the bingos also help, the total of this item plus an additional COP 10,000M (ten billion pesos) is transferred to ADRES.
In December 2018, the former president of Coljuegos Cristina Arango is appointed director of the ADRES, which is responsible for receiving the resources that Coljuegos transfers and manages them to pay the EPS and other health providers.
Cristina Arango was the one who, next to the “Lumbrera” of Lina Zuluaga, implemented the Online control or better known as the Online connection for Met's that the only thing she did was damage the delicate financial balance of the localized games who now suffer the impact of the increase of tributes that we all already know.
The Online connection system was arbitrarily imposed and from that moment until now it has served to fine constrict and loot operators for errors NOT ATTRIBUTABLE TO Coljuegos which is False.
When the Online connection was initiated, a requirements manual was generated - just as now with the approval disguised as “reliability” - which turned out to be a copy of an already established system and that the service providers had to adapt to their programs in order to enter to the Colombian market.
Once passed the first stage of definition of requirements by Coljuegos, the manufacturers of online systems were obliged to certify their systems before the international entities authorized by the Coljuegos, so far everything sounds good; However, there are several factors that have complicated and questioned the reliability of the online connection process and that nobody denounces (I do not know the first Online provider that has filed a complaint with the Attorney General's Office or the ITRC to investigate these facts, to you know that if that provider exhibited the evidence they would be blunt to be first hand) here what they don't want to know:
The online connection systems were certified and complied with the established requirements, however, these have changed, Coljuegos has been adjusting its servers and internal processes as it has determined that there is a better way to proceed, which has led to changes and adjustments by manufacturers causing their system to be different from the certificate.
- Manufacturers have certifications to support the quality of the software, but Coljuegos DOES NOT, does not have ISO or an International certification that guarantees its processes.
The Coljuegos platform varies constantly and is not audited by anyone, a platform that has proven to be deficient and insufficient on multiple occasions, not only at the time of receiving the files when their servers have failed and have left the operators unable to transmit its information, but also when processing the information received, there are many cases of operators who have had to incur an administrative wear and tear to show Coljuegos that its liquidation and payment is correct but that the calculation procedures of the entity threw wrong results, although there has been an improvement it has not reached 100% effectiveness, that is, it is NOT RELIABLE
Some requirements are ambiguously defined, which leaves room for interpretation and causes differences between the implementation of the different manufacturers and what the entity expects, proof of this is the remote access described in section 2.5.2 of Resolution 1400, which lists a series of requirements, some of which can be interpreted to the accommodation, which is already a change that was not CERTIFIED BY THE LABORATORY and which, being unsafe or encrypted, can be corrupted, putting at risk the transmission of the data, which in fact we all know that you can.
- Coljuegos indicates that it has no contractual relationship with the manufacturers of connection systems, and that is why it cannot hold them liable for failures and that everything must be done through the operators, however, the entity does download the manufacturers from the Responsibility to train operators in the program created by Coljuegos to send F18 files to their servers, does this scenario sound familiar?
I could name about twenty different errors about the data transmission, all of them supported, but that would reach the same point: THERE IS NO RELIABILITY IN THE DATA THAT IS RECEIVED OR WHO PROCESSES THEM.
I am very curious about the close relationship that exists between the ADRES directed by Cristina Arango that receives all the contributions of the Localized Games - Bingos and the rejection of Juan B. Perez for not applying the PND claiming that we are not reliable, and I see a relationship policy not an improvement project: if Juan B applies the PND the collection goes down, the transfers to ADRES go down and Cristina looks bad with her political commitments, then she cannot help Juan B Perez in her political career.
After this Column is read, you should review the computer systems related to Online transmission since it has a “worm” that has already opened the door to a class action lawsuit for all the irregularities that the Online system that Cristina Arango left.
In one of his interventions in the Gaming Market, which by the way I congratulate fecoljuegos for such an event, Juan B. Perez recognized 58% of illegality in Colombia and let him see the impotence to control it, from here I say: he is not killing the Just that converts sinners, it is evangelizing and facilitating the entrance to religion so that the parishioners are increased, that in the end they will give greater tithes ... I felt enlightened.
