California´s corridor drives casino growth as Primm avoids collapse

The California–Nevada corridor is experiencing two contrasting stories that reflect the transformation of gaming in the western United States. While Hard Rock Casino Tejon has emerged as a new economic engine for California just seven months after opening, the historic community of Primm, located on the California–Nevada border, has managed to avoid the closure of its remaining gaming assets through an emergency partnership between the founding family and operator Terrible’s.

At the center of both stories is the Interstate 15 corridor, one of the most important gaming and tourism routes in North America, connecting Southern California with Las Vegas and carrying millions of travelers each year.

In Kern County, south of Bakersfield, Hard Rock Casino Tejon opened on November 13, 2025, as a US$600 million investment developed by the Tejon Indian Tribe and operated by Hard Rock International. The property, led by President Chris Kelley and supported by Tribal Chairman Octavio Escobedo III, quickly became one of the largest hospitality and entertainment projects in the region. The complex features 150,000 square feet of gaming space, more than 2,000 slot machines, over 50 table games, themed restaurants and VIP gaming areas.

Early results have demonstrated the expected economic impact. The casino employs more than 1,100 workers, approximately 80% of whom live in Kern County, maintains another 200 open positions, and paid more than US$35 million in jackpots during its first weeks of operation. It has also contributed over US$125,000 to community organizations and expects to attract between 2 million and 3 million visitors annually. A second phase includes a 400-room hotel, spa, swimming pool and a 2,800-seat entertainment venue.

Roughly 150 miles east, the situation was very different. In Primm, Nevada, located directly on Interstate 15 at the California border, the historic casino corridor faced possible extinction after Affinity Interactive, owned by Z Capital Partners, announced plans to close its remaining operations. The move threatened approximately 344 jobs and placed key assets such as Primm Valley Resort & Casino, The Lotto Store and Oasis Apartments at risk.

However, on June 9, 2026, the Primm family reached an agreement with Terrible’s, led by Tim Herbst, to take over operations and prevent the shutdown scheduled for July 4, 2026. The negotiations were led by Corey Clemetson, President of Primm South Real Estate and grandson of founder Ernest Primm.

Both developments highlight California’s growing importance to the regional gaming industry. While tribal casinos continue to attract investment, jobs and tourism within the state, historic border destinations are fighting to reinvent themselves in order to retain the millions of travelers moving between Los Angeles and Las Vegas. The expansion of Hard Rock Tejon and the rescue of Primm represent two sides of the same story; the gaming landscape of the American West is rapidly changing along one of the most important gaming highways in the United States.
