Navarre’s digital betting controls attract interest across Spain

Published date: 2026-11-02

Pamplona, November 1, 2026. The Government of Navarre's digital gambling access control system has attracted interest from other Spanish autonomous communities, which have requested information about its operation following eight months of implementation without reported incidents. The initiative, operational since March 2026, aims to prevent access by minors and legally excluded individuals.

Jesús Carrascosa, Head of the Gambling and Public Entertainment Section, confirmed on October 29 that the system enables identity verification through a digital connection to Navarre's Gambling Access Exclusion Registry. The mechanism applies to gambling venues and betting terminals installed in hospitality establishments. It verifies the legal gambling age of 18 and checks registered restrictions, including voluntary self-exclusion.

Its implementation is governed by Foral Decree 15/2025, approved on February 26, 2025, published on March 24, and effective since March 25, under Foral Law 16/2006, amended by Foral Law 21/2022. The regulation also establishes maximum individual bets of €100 for certain betting categories and €600 for betting exchanges, limits operators to 10 betting establishments per company, and restricts advertising within 300 meters of certain educational, healthcare, and sports facilities.

The regional government is headed by María Chivite, with Inmaculada Jurío serving as Minister of the Interior, Public Administration and Justice, and Salvador Díez as Director General of the Interior. On September 9, 2026, the High Court of Justice of Navarre (TSJN) upheld the regulation by dismissing a legal challenge filed by gambling arcade operators.

Meanwhile, the ARALAR Association, chaired by Raquel Pardo, called for stronger specialized treatment services for gambling addiction during National Gambling-Free Day, observed on October 29. The organization reported 254 individuals and families assisted and 229 group therapy sessions in 2024. Authorities have not yet identified the interested autonomous communities or announced agreements to implement the system outside Navarre.
