Coljuegos published the agreement 03 which has the purpose of establishing the regulation of the new online lottery mode of Baloto, as well as other additional mechanics of the online lottery type and/or complementary mechanics.
The online lotto type novelty game is a gambling form in which the player places a bet through a sales terminal or a remote internet connection device, where the player selects a set of numbers within a matrix of numbers. The selection is a winner if it coincides with the numbers resulting from the official draw, making the player the winner of a prize.
To do so, the player will cancel a fixed value and select five whole numbers in a set of numbers from 1 to forty-three and 43 and one whole number from a set of numbers from 1 to 16. The combination of numbers is a winner if it matches in any order with the numbers resulting from the official draw.
The value of the individual bet for the online lotto type drawing called Baloto is five thousand seven hundred pesos. ($5.700 COP/ 1.56 USD) VAT included, for the online lotto type drawing called Revancha it is two thousand one hundred pesos ($2.100 COP/ 0.58 USD) VAT included.
The bet is registered in the Central Gambling System through a sales terminal or remote connection device and then a ticket is issued as proof of the bet. However, the player may place an automatic bet, in which case the Central Gambling System will use a Random Number Generator to randomly define the five numbers of the first set and one number of the second set, corresponding to a play for the online lottery type game called Baloto. You may also participate in the complementary drawing of Baloto, called Revancha. Likewise, the player may decide to participate in the additional mechanics of the online lotto type game and/or complementary mechanics, in case they are approved, according to the conditions set forth in these rules.
The official drawings, under this new scheme, must comply with the following protocol:
1. There must be a minimum of five independent groups of ballots for each type of draw.
2. The group of ballots to be used in the draw is selected by the operator based on the random number generator between one 1 and five 5.
3. Draw types must have a minimum of one ballot for each set of numbers to be selected. The operator must have at least one additional backup ballot box for each set of numbers.
4. The ballot boxes are previously inspected by the draw authorities to guarantee their correct operation, regardless of the fulfillment of the general requirements for ballot boxes indicated in the Technical Requirements for the Operation of the Game.
5. Prior to the official drawing, the operator and the authorities must perform a random number of pre-draws to validate the correct operation of the ballot machines. The random number generator will designate a number between 1 and 5 to identify how many pre-draws must be made.
6. At the beginning of the transmission, the operator announces the date, the number of the official draw and the jackpot for each type of draw; he then proceeds to activate the ballot boxes, and the video system of the studio where the draw takes place, transmits the extraction of each ballot.
7. In the Baloto and Revancha draws, the operator announces the five numbers drawn from the first set of ballots and the number drawn from the second set of ballots.
