Promesa de Sociedad Futura Operador Nacional de Juegos S.A.S. is the new operator, after obtaining the highest score in the criteria to select the offer.
This means a change in the gambling concessionaire after 23 years.
The winning bid obtained a score of 995 points in its evaluation, compared to 649 points obtained by the current concessionaire of the game. The new concessionaire, Promesa de Sociedad Futura Operador Nacional de Juegos S.A.S, is formed in 50% by REDCOLSA SERVICIOS S.A and 50% by GRUPO EMPRESARIAL EN LÍNEA S.A, companies with more than 20 years of experience in the gambling sector in Colombia.
On the other hand, IGT Games until last Monday requested that the offer of Sociedad Futura Operador Nacional de Juegos be rejected because Josué Lasso Guzmán, member of the board of directors of Redcolsa Red Colombiana de Servicios S.A., which is one of the companies of this company, is disqualified due to a criminal conviction.
Issue that was answered by the company stating that he "is not registered as beneficial owner, nor does he hold the quality of partner within this organization and neither does he exercise the legal representation of any of the members of the future partnership promise" and neither is he disqualified, according to the new operator of the baloto.
"There is no restriction for Mr. Lasso Guzman, the Promise of Future Society National Gambling Operator or the members of the Promise of Future Society to contract, because although the conviction for crimes against the public administration represent a permanent disqualification, in the matter under study there cannot be an extensive interpretation to the criminal type of procedural fraud, to the extent that the conduct does not involve an administrative action, but exclusively a judicial process," said Coljuegos.
Likewise, the entity attached certifications of databases of control entities and the National Police to argue its decision regarding the disqualification of Lasso Guzman and the winning company.
"It is proven that the certificate of the Attorney General's Office, the agency that keeps the record of disqualifications and incompatibilities that apply to persons as a result of court decisions, does not show any restriction," said the National Police in a response to IGT Games.
Thus, Coljuegos is taking all actions within the framework of its competences to allow the start of the new concession contract to move forward in an agile manner and in compliance with all contractual conditions for the benefit of the health of Colombians.
