Kazakhstan confirmed on July 25, 2026, that online betting has become the dominant engine of its gambling industry. The volume of internet betting services reached KZT370.5 billion (US$780 million) in 2025, compared with KZT34.8 billion in 2024; a 964.7% surge, or 10.65 times. Its market share climbed from 6% to 62.6%.
The shift occurred while the total volume of gambling and betting services grew only 1.9%, reaching a record KZT592.2 billion (US$1.26 billion). The divergence hit the land-based business; casino revenue fell 16.2%, from KZT29.7 billion to KZT24.9 billion, while slot-machine revenue declined 17%, from KZT5.3 billion to KZT4.4 billion.

The figures require financial caution. The statistics measure services provided, not betting turnover, GGR or net profit. “Other betting services” declined from KZT357.9 billion to KZT187 billion, while “other gambling services” collapsed from KZT141 billion to KZT5.3 billion. Part of the online surge may reflect accounting reclassification, as the overall market added only KZT11.1 billion.

Pressure continued during the first quarter of 2026; the market reached KZT116.3 billion, up 16.1% year-on-year and its second highest first-quarter result. Deputy Finance Minister Yerzhan Birzhanov said players wagered KZT1.6 trillion and received KZT1.2 trillion in winnings over more than one year, representing a 75% payout rate; approximately 700,000 people bet regularly.
Oversight falls to the Gambling Business and Lottery Regulation Committee, chaired by Adilet Turganbayev, under Minister Yerbol Myrzabosynov. The Bureau of National Statistics, headed by Maksat Turlubayev, produced the underlying data. Gambling Law No. 219 of 2007 permits licensed online betting, prohibits internet casinos and sets the minimum gambling age at 21. Registered casinos include Montana, Astoria, Bombay, Makao, Bellagio and CashVille.
Between March 2024 and May 2026, authorities received 457,396 self-exclusion applications; 223,639 remained active. Banks blocked 402,000 payments to illegal platforms worth more than KZT10 billion between October 2025 and March 2026.
