Poland expands private betting and protects online casino monopoly

Published date: 2026-10-14

Warsaw, October 13, 2026. Poland's betting market is witnessing two simultaneous developments; BETBY announced a second technology partnership to expand private sports betting, while Totalizator Sportowy, the state-owned lottery and online casino operator, launched a 24-month tender for specialized crisis communications services.

BETBY confirmed its agreement with Lebull, a Portuguese-origin operator, to integrate its sportsbook into Lebull.pl, adding new sports betting markets, artificial intelligence tools, managed trading, 24-hour risk management, and proprietary esports content through Betby Games.

The partnership follows the agreement announced with Betters on September 18, marking two commercial deals in less than a month. Stefanos Karakidis, BETBY's Director of Business Development, highlighted the company's technological and operational capabilities, while Konrad Łabudek, identified as Lebull's CEO, emphasized improvements to the betting experience. Poland represents a market with an estimated betting turnover exceeding €4 billion in 2025, although BETBY disclosed neither investment figures, projected revenue, nor contract duration.

Meanwhile, Totalizator Sportowy, chaired by Beata Stelmach, launched tender 19/DZK/2026/0041 to procure communications audits, media monitoring, preventive protocols, and continuous crisis response support. Bids must be submitted by October 20 at 10:00 a.m., with evaluations weighted 60% on price and 40% on the project manager's experience. The contract includes an initial six-month phase, extendable by three months, with preliminary documentation scheduled for December 15.

The decision follows a controversy in April 2026, when the company withdrew an influencer marketing tender following concerns about advertising potentially targeting minors. Under the regulatory oversight of the Ministry of Finance and Economy, headed by Andrzej Domański, with Jarosław Neneman responsible for legislative matters, Poland maintains a 12% tax on standard betting activities and a state monopoly on online casino gaming, operated through Total Casino. The tender does not alter that framework or announce its liberalization.
