Poland tightened oversight of its leading betting operators on August 26, 2026, after the Office of Competition and Consumer Protection (UOKiK) launched reviews into the commercial practices, digital design and contractual terms used by STS, Fortuna, Superbet, Fuksiarz.pl, E-toto, LV Bet and Totalbet.
The investigation, led by Tomasz Chróstny, President of UOKiK since 2020, will examine websites, mobile applications, promotions, retention mechanisms, bet-settlement rules and possible “dark patterns” capable of pushing users to bet more frequently or making it harder for them to stop. The authority is also using artificial intelligence tools to detect irregularities in digital interfaces and communications.

At the same time, STS, Fortuna, Superbet, Fuksiarz.pl and E-toto are facing specific proceedings over potentially abusive clauses that may give operators excessive discretion to void bets, block accounts, interpret rules or decide payouts. If UOKiK confirms violations, fines may reach up to 10% of turnover.
UOKiK does not issue gambling licences. That responsibility lies with the Ministry of Finance and Economy, headed by Andrzej Domański, through the Gambling Market Regulation and Gambling Tax Department, led by Beata Skuzińska, with Paweł Bieńkowski serving as Deputy Director.
The market is governed primarily by the Gambling Act of November 19, 2009, while AML/CFT obligations derive from the Act of March 1, 2018 on Counteracting Money Laundering and Terrorist Financing.
The regulatory pressure comes as Poland’s betting market becomes increasingly digital. In 2025, legal betting generated approximately PLN18.76 billion (€4.44 billion) in turnover, up 14.19% year on year, while the online channel accounted for 93.5% of the total. STS, Betclic, Superbet and Fortuna together represented around 85.4% of the market. The Ministry also maintains an official register of illegal gambling domains, while the Department for Supervision of Controls, headed by Beata Oleśkiewicz, oversees enforcement and blocking actions.
