Sweden Cracks Down on Illegal Gambling: Government Appoints Investigator to Review Gambling Act

Sweden launches a review of its Gambling Act, appointing Marcus Isgren to strengthen regulations against illegal gambling. The market generated €2.49 billion in 2024.

The Swedish government has appointed Marcus Isgren, chairman of the Consumer Disputes Board, to lead a comprehensive review of the country’s Gambling Act. The initiative, announced on February 20, 2025, aims to strengthen regulatory measures against unlicensed gambling operators. The investigation is set to conclude by September 17, 2025 and could result in significant legal reforms.

According to Spelinspektionen (the Swedish Gambling Authority), the market channelization rate was 86% in 2023, meaning that 14% of Swedish players placed bets on unlicensed platforms. However, industry estimates from BOS (Swedish Online Gambling Association) and ATG (the state-owned betting operator) suggest the real figure is between 70% and 80%, highlighting growing concerns over offshore operators.

The Swedish gambling market generated 27.85 billion SEK (€2.49 billion) in 2024, reflecting a 2.65% increase from the previous year. Online gambling remained the dominant segment, with 17.84 billion SEK in revenue, marking a 5% rise compared to 2023.

Sweden’s Minister for Financial Markets, Niklas Wykman, stressed the importance of stricter regulations to ensure consumer protection and combat illicit betting activities. The upcoming review is expected to introduce more robust enforcement mechanisms, reinforcing Sweden’s commitment to a fair and transparent gambling industry.
