Lottopar achieves Hhstoric AML certification, pours R$52.5 million into Paraná social funds

CURITIBA, PR – The Paraná State Lottery (Lottopar) has cemented its position as a national leader in regulatory integrity, becoming the first Brazilian lottery to receive the Level I Certification for Prevention of Money Laundering and Terrorist Financing (PLDFT) from the Ibero-American Corporation of State Lotteries and Financial Services (CIBELAE).

The certification was awarded in July 2025 during CIBELAE's International Seminar in Foz do Iguaçu, recognizing months of intensive work by Lottopar’s internal AML/CFT Commission. Lottopar President Daniel Romanowski stated that the achievement is "not just a point of arrival, but a continuous commitment to the highest standards of integrity."

Lottopar has strategically strengthened its compliance framework through focused training and operational reforms. Delegates, including Technical Director Rafael Halila Neves and Chief of Staff Pablo Wosniacki, recently participated in an international course on combating illicit financial operations, covering critical areas like PLDFT and the Prevention of Financing the Proliferation of Weapons of Mass Destruction (PFADM).

This training aligns with several pioneering operational milestones that set Lottopar apart in the Brazilian market:

  • First to be SISCOAF-Registered: Lottopar was the first state lottery to formally register with the Financial Activities Control System (SISCOAF), allowing licensed operators to report suspicious transactions confidentially to the Federal Financial Activities Control Council (COAF) within a 24-hour window.
  • First to Publish an Institutional Policy: The agency was the first to publish a specific institutional policy dedicated to AML/CFT prevention.
  • Regulatory Decrees: Recent decrees, such as Decree 28/2025 and 29/2025, reinforce these standards by defining AML/CFT guidelines and mandating robust Know Your Customer (KYC) systems, which include identity verification by accredited companies like Regula Forensics.

The robust regulatory framework is translating directly into significant social investment. Lottopar reported total revenue of over R$52.5 million (approximately $9.5 million USD) from lottery and fixed-odds betting concessions between 2023 and 2024. These funds are earmarked for public housing, public safety, and social actions.

A significant portion of this revenue has already been allocated: R$10 million was authorized by the Paraná Government to construct a Forensic Laboratory for Financial Crimes within the Scientific Police. The facility, the Integrated Data Processing and Analysis Center (CIPAD), will be used to detect money laundering and illegal financial operations, further strengthening the state’s defense against economic crime. By leading with integrity and security, Lottopar is aiming to provide a transparent and efficient model that can be adopted across Brazil’s burgeoning betting sector.
