Navarre’s regulated gaming market €308 million, slot machines drive continued growth

June 29, 2026, Navarre's regulated gaming market closed 2025 with another year of growth driven by slot machines, while sports betting showed signs of stabilizing after several years of expansion. According to the 2025 Annual Gaming Report, published by the Gaming and Public Entertainment Section of the Government of Navarre, total gambling expenditure reached €308,189,167.50, representing a 4.6% increase compared with 2024. The report highlights a shift in the market's composition, with slot machines continuing to expand their share while the betting segment enters a more mature phase.

Gaming activities are supervised by the Government of Navarre through the regional Minister for Interior, Public Administration and Justice, Inmaculada Jurío Macaya, who oversees the implementation of the region's strengthened gaming control measures. Since March 26, 2026, mandatory identification has been required to enter gaming arcades, betting shops, and to use sports betting terminals located in bars, following the implementation of Regional Decree 15/2025 of February 26, developed under Regional Law 21/2022. The new framework reinforces the protection of minors, self-excluded individuals, and responsible gaming policies.

The land-based market remains structurally stable, consisting of three bingo halls, 56 gaming halls, and six dedicated betting shops, primarily concentrated in Pamplona and its metropolitan area, with additional venues located in Alsasua, Ansoáin, Barañáin, Berriozar, Burlada, Castejón, Cintruénigo, Corella, and Estella. Navarre currently has no commercial casino resorts comparable to those operating in Madrid, Barcelona, or San Sebastián. The historic Nuevo Casino Principal de Pamplona functions solely as a social and cultural institution and does not operate casino gaming activities. Meanwhile, the region's 2025 tax schedule includes annual fixed fees of €177.15 for Type A machines and €655.45 for certain Type B gaming machines, together with a 0.21% levy on commissions generated by lotteries and sports betting.

The latest figures confirm that Navarre continues to strengthen a regulated gaming model supported by the steady expansion of land-based gaming, enhanced access controls, stronger regulatory oversight, and responsible gaming measures designed to balance economic development with increasing consumer protection and market integrity.
