Portugal’s iGaming boom pushes H1 revenue past €650 million

Portugal surpassed €650 million in online gambling gross gaming revenue during the first half of 2026, consolidating iGaming as one of the fastest-growing segments of the country’s regulated gambling market. The Gaming Regulation and Inspection Service (SRIJ), which operates under Turismo de Portugal, confirmed that online gambling maintained double-digit growth in 2026 after generating €323.7 million in GGR in the first quarter and moving beyond €650 million cumulatively by the end of June.

During Q1, the market grew by approximately 13.7% year-on-year, compared with €284.7 million in the same period of 2025. Online casino was the main growth engine, generating €204.2 million, around 63% of quarterly GGR, while sports betting contributed €119.5 million. Depending on operators’ individual licences, the regulated portfolio includes slots, blackjack, roulette, baccarat, poker, bingo and crash games.

The market is supervised by the SRIJ, headed by Luís Filipe da Costa Tôrres Capaz Coelho, whose term as Coordinating Director was renewed for three years effective April 27, 2025. The Gaming Commission is chaired by Teresa Monteiro, Vice-President of Turismo de Portugal, and acts as the body responsible for overseeing and guiding the SRIJ.

Online gambling is regulated under Decree-Law No. 66/2015, which established Portugal’s Legal Regime for Online Gambling and Betting (RJO). Licensed operators are subject to the Special Online Gambling Tax (IEJO), licensing requirements, technical system certification, KYC and AML controls, protection of minors, self-exclusion mechanisms and financial supervision.

By the end of July, Portugal had 19 authorised gambling brands, including Betclic, Bwin, PokerStars, Betano, 888, Placard.pt, Luckia, LeBull, Retabet and Vincino. Retabet and Vincino entered the regulated market in July 2026, expanding competition across sports betting and online casino.

Digital growth continues to outpace the land-based market and is increasing the sector’s fiscal contribution. In Q1 2026 alone, IEJO generated approximately €98.1 million for the Portuguese state, while regulated iGaming continues expanding through new licences, higher betting volumes and sustained online casino growth.
