Paraguay has extended the current National Quiniela concession held by Technologies Development of Paraguay S.A. (TDP S.A.) until September 30, 2026, while the government completes the implementation of a new framework that will allow two nationwide operators to run the game simultaneously. The decision is significant because it prevents service disruption in one of the country's largest gambling products and marks the final transition from a long-standing monopoly to a regulated competitive market.

The extension keeps TDP S.A., represented by José Miguel Fernández Zacur, as the temporary operator until the final contracts resulting from Public Tender No. 01/2025 become effective. The structural reform was enabled by Law No. 7438, which entered into force in January 2025, overhauling Paraguay's gambling regime by ending the single-operator model and authorizing multiple licenses for the National Quiniela.

The process was approved by the National Gambling Commission (CONAJZAR) through Resolution No. 47/2026, adopted on April 17, 2026, and later submitted by the National Directorate of Tax Revenue (DNIT) and the Ministry of Economy and Finance to the Executive Branch. President Santiago Peña formally authorized the awards through Decree No. 1746, signed on May 4, 2026.

The new market structure will be shared between TDP S.A. and a consortium formed by Daruma SAM S.A., Caproni S.A. and Dataforge S.A., represented by Carlos Alberto Sacco. Meanwhile, the Forte Capital Consortium, made up of Gambling S.A., Talismán S.A. and B-Gaming Vimérica S.A., withdrew its bid during the tender process.

The new concessions will be running for five years. Each operator must pay the State 19% of monthly gross gaming revenue, with a guaranteed minimum payment of Gs. 9.5 billion per month, subject to annual adjustments beginning in the thirteenth month of the concession. Paraguay's Quiniela generates more than US$120 million annually and beginning in October the country is expected to operate, for the first time, with two licensed nationwide operators under state supervision.
