Colombia leads public gaming as Comptroller and FURAG validate sector performance

Colombia strengthened its position this week as one of Latin America's most institutionally robust regulated gaming markets, after the Office of the Comptroller General of the Republic highlighted the fiscal efficiency of Coljuegos and the FURAG assessment ranked the lotteries of Tolima, Bogotá and Risaralda as the country's best-performing gaming entities. Together, both results consolidate a model based on fiscal oversight, transparency, corporate governance and the generation of resources for public healthcare.

The Comptroller General's Office, led by Carlos Hernán Rodríguez Becerra, awarded Coljuegos, chaired by Marco Emilio Hincapié Ramírez, a score of 4.93 out of 5 in audits covering fiscal years 2024 and 2025, citing the efficiency, transparency and sound management of the national regulator of Colombia's state monopoly on games of chance. The assessment also reflected an accounting improvement, moving from a qualified opinion in 2024 to an unqualified opinion in 2025. During the same period, Coljuegos increased healthcare transfers from COP753 billion in 2022 to COP1.06 trillion in 2025, while strengthening market regulation and the fight against illegal gambling through technological transformation processes.

Administrative Department of Public Service released the Single Management Progress and Reporting Form (FURAG) assessment, the instrument used annually to measure institutional performance among public entities under the 19 policies of the Integrated Planning and Management Model (MIPG) and the Standard Internal Control Model (MECI). The Tolima Lottery ranked first with 96.7 points in the Institutional Performance Index and 97.2 points in Internal Control; the Bogotá Lottery placed second with 93.4 points, while the Risaralda Lottery reached 86.2 points, improving by 19.3 points from the previous assessment and climbing from ninth to third place.

The top ranking was completed by the lotteries of Cundinamarca, Santander, Cúcuta, Boyacá, the Beneficencia del Valle del Cauca and the Nariño Lottery. For the international gaming industry, both evaluations send a signal of regulatory stability and institutional strengthening. While the Comptroller's Office validates the fiscal management of the national regulator, FURAG confirms sustained improvements in the administration of regional lotteries, reinforcing Colombia's capacity to manage its state gaming monopoly under rising standards of transparency, control and efficiency in support of healthcare financing.
