The Philippine Amusement and Gaming Corporation (PAGCOR) has secured the continuation of its ISO 9001:2015 certification for its corporate office and 16 Casino Filipino operations, marking the fourth consecutive certification cycle for its international quality management system and extending the certificate’s validity through March 22, 2029, subject to annual surveillance audits.

The recertification was granted by DQS Certification Philippines Inc. Following the successful audit completion, the certificate was formally presented during an official ceremony on August 13, 2026, at PAGCOR’s corporate headquarters in Pasay City. The ceremony included Romeo Zamora, Managing Director of DQS; Charleen Paraon, Business Development Supervisor; and Urich Lucio, Business Development Assistant Manager.

The certification covers major operational branches including Casino Filipino Tagaytay, Angeles, Citystate, Cebu, Ilocos Norte, Bacolod, Olongapo, Grand Regal, Malabon Grand, Binondo, Greenery, Manila Grand Opera, Kartini, Networld, Tropicana in Las Piñas, and Oriental Pearl, as well as PAGCOR’s corporate office. Midas, which had been included when the certification scope was expanded in 2025, does not appear among the 16 properties covered by the 2026 recertification.

PAGCOR is headed by Alejandro H. Tengco, Chairman and CEO, and Wilma T. Eisma, President and COO. Its Board includes Michael Joseph J. Bailey, Jose Maria C. Ortega and Gilbert Cesar C. Remulla. Daniel C. Cecilio, Senior Vice President of the Land-Based Operations Sector/Licensing & Regulatory Group, is among the key executives overseeing land-based operations.

DQS assessed governance, compliance, digitalization, operational resilience, security, service quality, innovation, sustainability and employee training. PAGCOR’s AML structure includes Rodrigo D. Silverio Jr. in Compliance and Dave Fermin J. Sevilla in Supervision & Enforcement, while Raul P. Villanueva heads Security & Monitoring and Michael Joseph J. Bailey oversees Monitoring & Enforcement.

The certification comes amid structural market shifts and financial adjustments. In the first half of 2026, PAGCOR’s total revenues reached PHP 43.32 billion (representing a 26.64% drop compared to the same period in the prior year), gaming revenues declined 27.11% to PHP 38.92 billion, eGames and eBingo revenue dropped 41.85% to PHP 18.60 billion, while revenue from PAGCOR-operated casinos decreased by 8.67%.
