Venezuela tightens gaming controls while accelerating regulated opening

Venezuela made a significant shift in the supervision of casinos, lotteries and formal operators in August 2026: while the National Casino Commission (CNC) intensified closures, seizures and inspections in Caracas, Nueva Esparta and Maracay, the Executive simultaneously moved forward with tax simplification measures aimed at reducing administrative burdens for businesses. The move combines stronger enforcement against irregular gaming with fewer obstacles for operators seeking to remain within the legal framework.

The first signal came on the night of August 12, when the CNC ordered the temporary closure of a casino establishment in Caracas after identifying the need to regularize documentation and administrative matters. The authority did not disclose the casino’s name, owner, number of machines or duration of the measure, but made clear that its oversight covers both land-based casinos and online platforms.

On August 13, the Commission reported another closure in Nueva Esparta state, also resulting from inspection and compliance work. The establishment was not publicly identified, but the measure reinforced the message to operators: keep permits, documentation and obligations up to date.

The most quantified enforcement action took place in Maracay, Aragua state, where the CNC and CONALOT seized 51 casino machines operating outside the current regulatory framework. Authorities also carried out 11 inspections in the lottery sector, resulting in seven preventive closures over irregularities including unauthorized software and the absence of mandatory permits. The operation also involved the Ministry of Economy, the Ministry of Justice and the Aragua Lottery at the institutional level.

The regulatory shift was completed on August 15, when Delcy Rodríguez announced measures to simplify tax procedures alongside Anabel Pereira, Sector Vice President for Administrative Affairs and Digital Government, and Román Maniglia, Superintendent of SENIAT. Changes include eliminating the tax notice board requirement, while the RIF remains valid and the Government prepares automatic interconnection between SENIAT and SAREN.

For Venezuela’s gaming sector, the message is twofold; greater pressure on irregular operations and a more digital administrative structure for the formal market, as the country seeks to organize expansion and restore the sector’s economic relevance under stricter rules.
