Netherlands revokes lottery license obtained through identity fraud

Kansspelautoriteit (KSA) revoked a lottery license issued in the name of football club K.v.v. Quick Boys, based in Katwijk, after determining that a third party impersonated its president and used the permit to operate at least eight fake websites. The revocation was confirmed on October 2, while the regulator also filed a report with Dutch police.

The KSA determined that Quick Boys never applied for the license and considers the club a victim of identity fraud. Its current president is Bart van Kruistum, who is also responsible for facilities. The club is based at Sportpark Nieuw Zuid, Laan van Nieuw Zuid 25, Katwijk aan Zee, and competes in the Tweede Divisie.

The domains used were loterij.quickboys.nl, loterijenqb.com, besteloterijqb.com, nieuweqb.com, bestenl.com, topnetherlands.com, newloterij.com and topsloterij.com. The KSA warned consumers not to provide their name, address, email, telephone number or banking details on those websites because of the risk of further fraud, phishing or identity theft.

Ella Seijsener, Director of Licensing & Supervision, confirmed that the regulator immediately strengthened identity verification for applicants and controls over domains listed in Kansspelwijzer, its official license directory. The KSA also said it has detected other attempts to use real identities, clubs and licenses to give fraudulent lotteries the appearance of legitimacy.

As of October 2026, the KSA is chaired by Michel Groothuizen, with Carol Verheij serving as vice chair and Wiebe Ruttenberg on the board with responsibility for digital transformation. The operational structure also includes Roos Lawant, Director of Player Protection & Board Advisory, and Daniël Palomo van Es, Director of Digitalisation, Analysis & Business Operations. In the Netherlands, occasional lotteries with prizes worth at least €4,500 require a KSA license. Application fees are €600 for prizes between €4,500 and €50,000, €5,200 up to €500,000 and €30,600 above that level.
