France tightens gambling advertising controls and adds JONUM

France, October 8, 2026: the Autorité Nationale des Jeux (ANJ) and the Autorité de Régulation Professionnelle de la Publicité (ARPP) renewed their cooperation agreement and, for the first time, extended oversight to JONUM, games involving monetizable digital objects linked to blockchain, NFTs and other digital assets. The agreement was announced on October 7 in Paris and extends the framework originally signed in 2023.

The agreement was signed by Pascal Chèvremont, President of the ANJ since June 23, 2026, and Christine Albanel, President of the ARPP. Stéphane Martin remains Director General of the ARPP.

The renewed framework maintains prior consultation on advertising campaigns but adds three changes: the formal inclusion of JONUM, ANJ participation in the jeux d’argent et de hasard module of the ARPP’s Responsible Commercial Influence Certificate for influencers, and a review of the four 2022 advertising charters covering television, radio, outdoor advertising and digital media.

The move comes after the ANJ reviewed the promotional strategies of 17 licensed online operators, as well as FDJ and PMU. For 2026, the sector declared €785 million in promotional spending, an increase of 25% or €156 million compared with 2025. Of the total, €319 million corresponds to marketing, up 28%, and €466 million to bonuses and incentives, up 23%. Digital channels account for 44% of spending, June and July absorbed 21% due to the 2026 World Cup, and sports sponsorship rose 14%.

For the first time, the ANJ ordered operators not to exceed their total declared promotional budgets. The regulator also noted that problem gambling affects 15.3% of sports bettors and that 18% of French people aged 18 to 24 were betting on sports in 2024. The framework is based on Decree No. 2020-1349 of November 4, 2020, the Code de la sécurité intérieure and, for JONUM, Law No. 2024-449 and Decree No. 2026-60 of February 4, 2026.
