Pennsylvania activated on April 21, 2026, the rollout of Almond Digital Health, a digital player support platform funded by the Pennsylvania General Assembly, in response to the rapid growth of online gambling within one of the largest regulated markets in the United States.

The program represents an operational shift, not a legal one. The gambling system remains regulated under the Pennsylvania Expanded Gaming Act (Act 42 of 2017) and Title 4 Pa.C.S., overseen by the Pennsylvania Gaming Control Board (PGCB), chaired in 2026 by Denise J. Smyler. The treatment ecosystem is funded through the Compulsive and Problem Gambling Treatment Fund, established under 4 Pa.C.S. S1509, with mandatory transfers from the State Gaming Fund and sports betting taxes (S1408 and S13C64).

Almond Digital Health will provide online, anonymous, multilingual, and on-demand services across the state, including self-assessment tools, educational content, and direct connections to treatment. Access will be fully digital, aligned with the environment where gambling now occurs mobile and instant.

The move responds to record-breaking figures in 2026, the PGCB reported total gaming revenue of US$6.796 billion in 2025 (+10.74%), with iGaming generating US$2.78 billion (+27.2%). The online market includes 11 active platforms and produced approximately US$1 billion in tax revenue, while sports betting reached an US$8.7 billion handle. At the same time, Penn State research (January 2026) found that up to 30% of adults engaged in online gambling, with between 2.5% and 6.4% at risk of problem gambling.

The model integrates actors such as the Department of Drug and Alcohol Programs (DDAP) and support services like 1-800-GAMBLER, now strengthened by a digital-first channel. For players, the shift means immediate access to control and treatment tools without physical barriers. In a market growing at double-digit rates, the focus is shifting toward digital responsible gambling infrastructure, aiming to sustain the legitimacy of an industry balancing economic expansion with increasing regulatory and social pressure.
