Hoiana launches VIP Sky Casino and accelerates Vietnam gaming expansion

Hoiana Resort & Golf officially launched its new Sky Casino on May 24, 2026, unveiling a premium gaming expansion located on the 19th floor of the Hoiana Hotel & Suites designed to strengthen Vietnam’s VIP and high-end gaming market against regional competitors such as Macau and Singapore.

The new casino was created exclusively for VIP members and international premium players, focusing on high-limit gaming, baccarat, privacy, and luxury integrated resort experiences. The project includes private gaming salons, premium tables, personalized service, and panoramic views over Vietnam’s central coastline, reinforcing Hoiana’s strategic shift toward direct VIP business after the collapse of the traditional Asian junket model.

The integrated resort is in Quang Nam Province, near Da Nang and Hoi An, one of Vietnam’s strongest tourism regions. Hoiana operates under Hoi An South Development Ltd and has historically included investment participation linked to Hong Kong and Macau capital groups, including entities previously associated with Suncity/LET Group and VinaCapital.

The project operates under supervision of the Ministry of Finance of Vietnam together with provincial authorities in Quang Nam. Vietnam’s casino framework is primarily regulated through Decree No. 03/2017/ND-CP, the country’s core legislation governing casino licenses, minimum investment requirements, financial controls, and gambling access.

To legally operate in Vietnam, casinos must obtain state investment approval, casino operating licenses, Ministry of Finance authorization, AML/KYC compliance clearance, provincial approval, and integrated resort tourism status.

Vietnam continues to maintain one of Asia’s most tightly controlled gaming systems, where most casinos remain foreigners-only properties, although the government expanded limited pilot programs for local players beginning in 2025.

Hoiana already operates with more than 140 gaming tables, over 200 slot machines, VIP gaming areas and a full luxury ecosystem combining hospitality, golf, and entertainment. The launch of Sky Casino comes as Vietnam intensifies efforts to position itself as a new regional destination for integrated resorts and premium gaming tourism.

The country currently operates approximately nine licensed foreigner-only casinos, while analysts increasingly view Vietnam as a potential regional VIP alternative to Macau thanks to lower operating costs, expanding tourism and progressively more sophisticated gaming regulation tied to financial monitoring and AML enforcement.
