Kerala to overhaul state lottery to boost sales and protect 230,000 distributors

The Government of the Indian state of Kerala has announced a comprehensive reform of the historic Kerala State Lotteries, aiming to revive ticket sales, strengthen the lottery's commercial performance and protect the distribution network behind one of India's largest public lottery systems. The announcement was made on 3 July 2026 during a session of the Kerala Legislative Assembly, where Chief Minister V. D. Satheesan confirmed that the review will focus on both the prize structure and sales agents' commission rates.

Satheesan explained that the reform responds to the deterioration experienced after changes introduced by the previous administration, when the Goods and Services Tax (GST) on lotteries increased from 28% to 40%. At that time, agents' commissions were raised from 10% to 12%, but the current government believes those measures ultimately weakened the competitiveness of the state lottery. The review will therefore reassess both elements to make lottery products more attractive while preserving the system's financial sustainability.

Founded in 1967, the Kerala State Lotteries is administered by the Department of State Lotteries under the supervision of the Finance and Taxes Department. The agency is headed by Dr. Mithun Premraj IAS, while financial policy is overseen by Additional Chief Secretary K. R. Jyothilal IAS. Operations remain governed by the Lotteries (Regulation) Act, 1998 and the Kerala Paper Lotteries (Regulation) Rules, 2005, which establish the legal framework for lottery draws, ticket sales, licensing, distribution and regulatory oversight.

The social impact of the reform is also significant. According to figures presented in the Legislative Assembly, the state lottery directly supports approximately 200,000 retail sellers, 20,000 sub-agents and 10,000 licensed agents. Kerala currently operates several weekly lottery products, including Win-Win, Sthree Sakthi, Fifty-Fifty, Karunya Plus, Nirmal, Karunya and Akshaya, most of which are sold for ₹50 per ticket and offer a top prize of ₹1 crore.

The state government has not yet published the decree or official resolution implementing the reform, but it confirmed that the regulatory review will begin immediately to redefine prize structures, commission schemes and the lottery's overall commercial strategy. The initiative is intended to preserve one of India's most iconic public lottery systems while ensuring its long-term economic sustainability under the country's new tax environment.
