Cambodia revokes casino license over online fraud allegations

Cambodia has intensified its crackdown on casino complexes linked to digital fraud networks by officially confirming, on August 3, 2026, the permanent revocation of the license held by Casino Kchom, located in Kampot Province, following an investigation that connected the property to alleged online scams, human trafficking, labour exploitation and money laundering. The decision marks another significant step in the country's strategy to clean up its gambling industry and strengthen oversight of licensed operators.

The Commercial Gambling Management Commission of Cambodia (CGMC) confirmed that Casino Licence No. 062 CGMC, originally granted on July 28, 2022, to Zhou Cheng K.P Hotel Co., Ltd., has been permanently cancelled after remaining suspended for more than four months. The administrative decision was adopted on July 22, 2026, while its international disclosure came on August 3, formally sealing the casino's closure. As of August 2026, the CGMC's Secretary General is Yeth Vinel, who oversees the regulator's compliance and enforcement activities.

The casino is located in Kampong Trach District, Kampot Province, near the Vietnamese border, an area where most casinos depend on international visitors because Cambodian law generally prohibits local citizens from entering commercial casinos. Authorities allege that the complex served as a base for fraudulent online investment schemes, deceptive recruitment, labour exploitation and money laundering operations, investigations that remain under the jurisdiction of the competent judicial authorities.

The case is also linked to businessman Ly Kuong, who was arrested on January 15, 2026, on allegations of organized fraud, illegal recruitment for exploitation and money laundering. During inspections carried out this year, authorities discovered facilities allegedly adapted for large-scale digital fraud operations and stated that thousands of people left the complex following the police intervention.

The revocation of Casino Kchom follows the cancellation of several other casino licences by the CGMC during 2026, including Shang Hai Resort, Orchid Hotel & Rich Casino, Ying Huang Casino and Roxy Hotel & Casino, reflecting Cambodia's zero-tolerance policy toward operators allegedly linked to cybercrime and reinforcing the government's nationwide review of casino licences.
