Cambodia prepares nationwide casino audit as licenses face scrutiny

Cambodia is preparing a nationwide casino evaluation to verify licenses, premises and regulatory compliance, with potential penalties including fines, suspensions and closures. The Commercial Gambling Management Commission of Cambodia, or CGMC, confirmed the preparations on July 20, 2026. As of July 23, it had not disclosed when inspections would begin, how many properties would be covered or the final assessment criteria. The process will support its second-half priorities and 2027–2030 strategic plan.

The strategy is led by Aun Pornmoniroth, deputy prime minister, minister of Economy and Finance and CGMC chairman. Operational execution falls to secretary-general Yeth Vinel, appointed on March 12. Other participating authorities include the Commercial Gambling Crime Department, directed by Sar Sokpheak; the National Police, headed by Sar Thet; and the Ministry of Interior, led by Sar Sokha.

The inspections will enforce the Law on the Management of Commercial Gambling, Royal Kram NS/RKM/1120/031, promulgated on November 14, 2020, and Instruction 003/26, issued on February 9, 2026. Operators must demonstrate that their licenses remain valid, submit master plans, identify gaming tables and machines, separate gaming areas from ancillary businesses, license specialized personnel and comply with accounting and anti-money-laundering controls.

The evaluations will also seek evidence of online scams, human trafficking, unlawful detention, narcotics, weapons or equipment unrelated to licensed casino operations. Government Command No. 01, issued on July 14, 2025, enables coordination with prosecutors, courts, provincial commands and the Cambodian Financial Intelligence Unit.

Sar Sokha

Cambodia recorded approximately 195 casino licenses and 160 operating casinos in 2025. The sector generated KHR290.73 billion, approximately US$72 million, in mandatory revenue, up 14%. Regulations tax mass-market GGR at 7% and VIP GGR at 4%.

The CGMC has not identified selected properties. However, the potentially assessable universe could include NagaWorld, DNA Star Vegas, Golden Fortune Resorts World, Jinbei Group, GC Casino, Wo Casino, Shang Hai Resort, Golden Galaxy, Orchid Hotel & Rich Casino, Casino Ying Huang, Roxy Hotel & Casino, Koh Kong International and Long Bay Entertainment. Their inclusion remains unconfirmed.
