Timor-Leste has granted its first offshore gaming license to Golden River Universe (GRU), a subsidiary of regional lottery giant Grand Dragon Lotaria (GD Lotto). The move marks a significant milestone for the young Southeast Asian nation as it aims to position itself as a trusted digital hub for gaming and entertainment.

GRU plans to relocate several core operations from Cambodia and the Philippines to Timor-Leste, including technical, development, and compliance teams. The licensing marks the beginning of a broader economic strategy that includes building the country’s first land-based casino, a $60 million investment project currently in early development stages.

Since gaining independence in 2002, Timor-Leste has struggled to diversify its economy. Officials believe regulated gaming and tech investment could provide sustainable growth and employment. The country is also deepening its economic ties with Indonesia and aspires to join ASEAN in the coming years.
