The General Social Security Health System Resources Administrator (ADRES) managed to collect a total of 1.4 billion Colombian pesos from territorial taxes on cigarettes, liquor, beer, gambling, among others.
However, this collection suffered a decrease of 17.65% with respect to 2019, the collection of 1.4 trillion corresponds to 2020 revenues.
This decrease was evidently due to COVID-19 and its effects on the economy together with the decisions taken by the government to control contagions.
According to ADRES, these economic resources will be specifically destined to finance the health insurance of the most vulnerable population affiliated to the Subsidized Health Regime, which amounted to 24 million people as of December 2020.
The distribution of human resources was as follows as reported by the entity, all numbers are in COP.
- Tobacco and cigarette: $718,649 million (50.02%)
- Liquors, wines, aperitifs: $240,645 million (16.75%)
- Gambling industry: $217,767 million (15.16%)
- Beer: $168,859 million (11.75%).
ADRES confirmed that in 2020 the territorial entities with the highest financial participation in the Subsidized Regime through territorial taxes were: Bogota with 15.18% ($259,968 million COP), Antioquia with 15.07% ($228,113 million COP), Valle del Cauca with 12.24% ($185,179 million COP), Cundinamarca with 8.73% ($132,058 million COP) and Santander with a participation of 4.33% ($65,589 million COP).
