Coljuegos informed on December 26 that the selection process of the concessionaire of gambling license to operate the Baloto Revancha is going on normally and will allow to have a renewed, modern and attractive game for the next years.
In the same way, the game regulation grants the possibility of implementing additional and/or complementary mechanics, as well as increasing the number of draws per week and the implementation of the online sales channel, tools that would gradually lead to a gradual increase of the game income and therefore, to a nominal increase in the operating surplus, since it is a progressive rate according to its performance.
It must be remembered that the Attorney General's Office requested to advance work tables with the purpose of knowing the financial model of the business designed by Coljuegos that demonstrates its viability, the structuring of the process and other particularities and technical aspects of the operation of the game. Likewise, a response was given to some observations received during the process by the control entity and other observers.
Likewise, once the public bidding process LP-001-2021 was declared void, Coljuegos carried out the corresponding technical, economic and legal analyses to restructure some of the enabling requirements and selection criteria of the most favorable offer, making some technical, financial and qualification requirements more flexible. It is important to highlight that the purpose of the entity is to have a competitive game, attractive for players and that represents greater resources for the health of Colombians.
The businessmen interested in the bidding of this contract are Carlos Andrés Barahona Niño, for Smartec and Carlos Alberto Echavarría Poveda for TIC. And, according to an investigation carried out by El Tiempo, some gambling operators assure that the latter company has neither financial muscle nor experience in this sector, so it would be unfeasible to be awarded the contract.
In addition, on September 18, 2020, it could be determined that the TIC company had not been built for a month, had a capital of only one million pesos and its object was any lawful economic activity, according to the same media.
El Tiempo (Colombian newspaper) in its investigation consulted with the businessman's lawyer, Jheyson Barragán, who admitted that the TIC company does not have the necessary budget to support the contract.
Finally, Coljuegos ratified that the times provided in the schedule of the abbreviated selection are in accordance with the provisions of the principles and rules of public procurement contained in Laws 80 of 1993, 1150 of 2007, 1450 of 2011, Decree 1082 of 2015 and other current and applicable rules. Thus, the schedule of this process responds to the importance of granting the next concessionaire of the game, an appropriate period to carry out the technical and technological adaptation that allows giving continuity to the operation of the game once the current contract ends.
However, the term to submit the offers was extended by Coljuegos in two opportunities at the request of interested companies, who invoked difficulties to obtain the bid bond. The stage for the reception of offers for the selection of the concessionaire to operate the Baloto Revancha game closes this Monday, December 27th at 6 p.m.
