In a move reminiscent of Brazil’s landmark gaming reform, the Indian state of Karnataka has announced plans to introduce a new online gaming and betting regulation bill, with a draft expected within a month. The legislation aims to crack down on illegal betting platforms while creating a controlled legal framework for skill-based gaming.
According to IT and Biotechnology Minister Priyank Kharge, the bill will mirror regulatory models like Chhattisgarh’s, distinguishing clearly between games of chance and games of skill. The initiative is expected to protect consumers, drive technological innovation, and create new tax revenue streams. Karnataka currently contributes ₹1,350 crore annually to India’s gaming tax base and represents 25% of the national skill-gaming market.
The reform has been welcomed by industry bodies including the E-Gaming Federation, All India Gaming Federation, and Federation of Indian Fantasy Sports, all of which are collaborating to develop a code of ethics to ensure responsible gaming and user safety.
Meanwhile, the rise of black-market platforms has triggered concern. Authorities have reported cases of fraud, data leaks, and money laundering via unregulated apps. Bengaluru police have intensified cyber surveillance during the IPL season to curb illegal activity near major venues.
