The Government of Galicia opened a public consultation on 24 July 2026 for its draft General Gambling Regulation, a sweeping consolidation comprising 348 articles that would replace 13 regulations adopted between 1986 and 2016. Stakeholders may submit comments until 26 October. The text has not yet been approved and is not currently in force.
The proposal implements Law 3/2023 of 4 July and is being processed by the General Technical and Treasury Secretariat, headed by David Cabañó Fernández, within the Regional Ministry of Finance and Public Administration, led by Miguel Corgos López-Prado. Operational oversight rests with the Galician Gambling Subdirectorate, headed by Marta Pardo Manzanares. The Galician Gambling Commission must issue a mandatory but non-binding opinion before the Council of the Xunta decides whether to approve it.

The decree maintains limits of four casinos, one per province; 12 bingo halls, 118 gaming halls and 41 betting shops. Casinos must be located near a population centre with more than 70,000 residents, within a 50-kilometre radius. A minimum distance of 300 metres would apply between gambling establishments and from schools or public gambling-addiction treatment centres.
Hospitality businesses would require a new authorisation to install terminals. Each venue could operate no more than two machines of different categories. Galicia would cap the hospitality market at 3,400 auxiliary betting terminals and 8,500 Type B machines. Machines would be prohibited on terraces, public roads and open areas of stations, airports, markets or shopping centres.
Betting operators would need €2 million in capital and a €750,000 bond, while casinos would provide €500,000. Bingo guarantees would range from €40,000 to €100,000, while machine operators would post between €45,000 and €250,000.
The regulation would restrict advertising targeting minors, gambling-related loans and sponsorship on shirts, teams, competitions and sports facilities. It would also strengthen self-exclusion, access controls and unannounced inspections. If officially approved and published, it would take effect after 20 calendar days, followed by a three-month compliance period.
