As the global iGaming sector continues to evolve, two Spanish autonomous cities—Melilla and Ceuta—are engaged in a fierce race to become the Mediterranean’s next digital gaming hub, mirroring the success of Malta. Both cities are leveraging strategic tax advantages, advanced digital infrastructure, and government-backed training programs to attract leading online gaming operators.

Melilla is rapidly gaining visibility after its strong presence at ICE Barcelona 2025, promoting itself as a “custom-made destination” for iGaming companies. With full fiber-optic coverage, a new submarine cable, and €50,000 invested in specialized training for local youth, the city positions itself as a fertile ground for innovation and expansion.

Ceuta, however, is not backing down. It will host the second edition of “Bet On Ceuta” in June 2025, a high-profile event expected to draw hundreds of professionals from across the online betting industry. Ceuta already houses over 30 licensed operators and is diversifying into cryptocurrency and fintech solutions, boasting 60% of Spain’s online gaming revenue.

Inspired by Malta’s transformation into Europe’s gaming capital, both cities offer corporate tax cuts (as low as 10%) and employment support programs. Yet, the winner of this rivalry will be determined by long-term infrastructure resilience, international partnerships, and talent development.
With fierce competition and increasing visibility, Ceuta and Melilla are no longer fringe options—they’re frontrunners in shaping the future of regulated online gambling in Europe.
