Peru updates Mincetur’s regulatory structure after 23 years to reinforce digital gaming and tourism investment oversight

Peru’s Ministry of Foreign Trade and Tourism (Mincetur) has officially enacted a sweeping modernization of its internal structure after more than two decades. Through Supreme Decree No. 004-2025-MINCETUR, published on July 19, 2025, the government approved a new Regulations of Organization and Functions (ROF) for the ministry—marking its first structural overhaul since 2002.

The reform reflects Peru’s shifting institutional priorities and the increasing complexity of the sectors under Mincetur’s supervision, particularly digital gaming, sports betting, and foreign tourism investment.

A key highlight of the updated ROF is the formal establishment of the Authorization and Registration Directorate for Remote Gaming and Sports Betting, which now functions under the General Directorate of Casino and Slot Machine Gaming (DGJCMT). This move strengthens the institutional framework set forth by Law No. 31557, which governs online gaming operations in Peru.

The reform also creates a Tourism Investment Directorate under the General Directorate of Tourism Strategy (DGET), aimed at improving the promotion and facilitation of tourism-related foreign direct investment (FDI).

Peruvian regulator will sanction illegal sites strictly since this Nov 16th.

Additional institutional changes include the transformation of Plan Copesco Nacional into the Investment Execution Unit in Foreign Trade and Tourism (UICET), giving the ministry stronger project management tools for infrastructure and regional development initiatives.

Mincetur’s internal governance mechanisms have also been upgraded, with new offices for Human Resources, Integrity and Anti-Corruption, Document Management, and Conflict Prevention, all reporting to the Secretary-General. These updates aim to streamline operations, improve compliance, and enhance the ministry’s capacity to respond to industry stakeholders.

The new ROF will be implemented using Mincetur’s current budget and must be followed by an internal Ministerial Resolution within 15 business days to formalize the full deployment of the structure. For industry operators, the reform sends a clear message: Peru is positioning itself as a modern, rules-based jurisdiction for gaming and tourism investment in Latin America.
