Germany’s online slots market climbs to €543 million as regulated gaming gains ground

Germany delivered one of Europe's strongest regulated online gaming performances in 2025, with virtual slot machine revenue posting double-digit growth even as the overall gambling market remained broadly stable. According to the Gemeinsame Glücksspielbehörde der Länder (GGL), the country's national online gambling regulator based in Halle (Saale) and led by Ronald Benter and Benjamin Schwanke, online slot gross gaming revenue (GGR) reached €543 million, an increase of €53 million compared with 2024, representing 11% year-on-year growth. Total stakes wagered on virtual slots climbed to €4.6 billion.

The strong slot performance contrasted with an overall regulated gambling market that remained virtually unchanged. Germany's legal gaming industry generated €14.4 billion in GGR during 2025, matching the previous year's result. Land-based gaming continued to dominate with €10.9 billion, accounting for approximately 75% of the regulated market, while online gambling reached €3.5 billion, up 2% year-on-year.

The online sector showed mixed results across verticals. Sports betting generated €1.89 billion in GGR, down 4%, despite handling €8.3 billion in stakes. Football represented 77% of all sports betting activity, while live betting accounted for 53% of wagers. Online poker produced €69 million in rake, declining 0.7%, online horse race betting rose 5% to €19 million, and social lotteries generated €807 million, with their online segment increasing 11% to €444 million.

Higher slot revenue did not automatically translate into stronger public finances. Total gambling taxes and regulatory levies reached €6.9 billion in 2025, a 1% decline from the previous year, while a separate fiscal assessment estimated licensed operators contributed €2.46 billion, also down 1% year-on-year.

Germany's regulated online gaming market operates under the 2021 Interstate Treaty on Gambling (Glücksspielstaatsvertrag 2021), which introduced a €1 maximum stake per spin, mandatory spin delays, centralized player monitoring through LUGAS, deposit limits and strict advertising rules. During 2025, the GGL reviewed 2,662 illegal gambling or advertising websites and succeeded in removing access to 1,843 of them.

Although Ronald Benter argues the regulated market continues to strengthen, industry associations estimate there are 382 German-language illegal gambling sites compared with only 34 licensed platforms, while independent studies suggest 70% to 80% of Germany's online casino and slot activity may still occur outside the regulated market.
