Ecuador, October 7, 2026: the Financial and Economic Analysis Unit (UAFE) will begin using Palantir technology from January 2027 to analyze transactions, detect unusual patterns and strengthen anti-money laundering controls in the sports prediction sector. The announcement follows a new licensing regulation published on October 5 by the Ministry of Education, Sports and Culture.

The measure was presented by José Julio Neira Hanze, Secretary General of Public Administration, Planning and Cabinet and the presidential delegate to CONCLAFT. Neira said the objective is to supervise, not prohibit, a market exposed to risks from digital operations, multiple payment methods and third-party money movements in a dollarized economy.

The UAFE, led by Ana Paula Patiño Chacón, had already brought sports prediction operators into the category of obliged entities through Resolution UAFE-DG-2026-0005, published on April 14, 2026. That rule requires registration, a compliance officer, an AML/CFT manual, risk-management systems and suspicious transaction reporting.

The new technology layer adds artificial intelligence, large-scale data analysis and real-time pattern detection. Palantir Technologies, led by Alex Karp, already works with the Ecuadorian state: Customs contracted a subscription worth approximately US$6.63 million in 2025 and in 2026 evaluated an extension worth US$17.2 million plus US$2.6 million in VAT, although those contracts are separate from the future UAFE system.

The regulatory framework also advanced on October 5 with Agreement MINEDEC-MINEDEC-2026-00078-A, which regulates the licensing procedure for sports prediction operators. The ministry is headed by Gilda Natalia Alcívar García. In parallel, the SRI maintains a 15% VAT on certain digital services, including online betting and sports prediction products, in addition to the single income tax applicable to operators. The government has not yet disclosed the specific cost of the Palantir module for UAFE, the number of operators to be monitored, alert thresholds or the volume of transactions the system will process.
