Nebraska’s efforts to expand into online sports betting have stalled after Legislative Resolution 20CA, introduced by Senator Eliot Bostar, failed to gain enough traction in the state’s unicameral legislature. The resolution, which aimed to put mobile wagering on the ballot for November 2026, did not receive the necessary 30 votes to advance, despite passing its initial reading 27-16.

The measure’s failure reflects growing concerns among lawmakers about the social risks associated with online gambling, including addiction and enforcement challenges. Supporters of the initiative argued it could deliver up to $32 million in annual tax revenue, which was earmarked for property tax relief and environmental programs through the Nebraska Environmental Trust Fund.

With the legislative path now blocked, advocates are weighing the possibility of a citizen-initiated ballot proposal, which would require signatures from 10% of registered voters to move forward.

Nebraska currently allows retail sports betting at licensed racetrack casinos, but mobile betting remains prohibited. The state joins a list of jurisdictions where regulatory caution and political hurdles continue to delay the expansion of iGaming and mobile wagering.
